The problem: supplier prices are not the whole bid
A quoted unit price may omit freight, unloading, accessories, start-up, testing, packaging or required documentation. An unpriced exclusion can move the delivered total, even when the base price looks competitive. The comparison must preserve what is included and what remains unknown.
- Compare the same units, quantities, currency and delivery point.
- Separate base scope from alternates and allowances.
- Record quote validity, lead time and supplier exclusions as evidence—not assumptions.
Start with the approved bill of materials
Give the procurement reviewer the project-defined material schedule or a nonconfidential summary, not just a category name. Engineers, architects and other authorized reviewers retain technical acceptance authority.
- Product designation, governing drawing/revision and required grades or dimensions.
- Quantity, unit of measure, shipment or release schedule and jobsite/warehouse destination.
- Applicable ASTM, AWWA, UL, utility or project requirements when identified in the issued documents.
- Documented domestic-content or origin rules when the program actually requires them.
Normalize offers and expose the decision gaps
The procurement matrix flags incomplete quotations rather than inserting invented freight, tariff rates, supplier capacity or a promised material substitution. An equal comparison can cover direct material price, tooling, packaging, shipment, unloading and warranty on one documented basis.
- Original quotation reference, supplier identity and price/Incoterm or delivery basis.
- Included accessories, certifications, inspection and submittal obligations.
- Order minimum, price escalation, payment milestones, quote expiry and schedule exposure.
- Open technical questions and the person authorized to resolve each one.
Evidence, origin and manufacturer approval
Project-spec conformity and authorized supply routes are assessed individually. Trade treatment, domestic preferences, AIS/BABA obligations, import paperwork, engineering approvals and installation rules depend on the contract, materials and governing authorities; they cannot be certified by a marketing page.
- Request product-specific datasheets, test/certification records and source evidence where required.
- Identify any country-of-origin, melt-and-pour or manufacturing-location documentation requested by the contract.
- Send technical, customs and licensing decisions to the responsible qualified parties.
Who we work beside and what is delivered
MILIAN GLOBAL can research manufacturers/distributors, structure supplier questions, compare commercial offers and coordinate a documented procurement pathway alongside an authorized buyer, construction prime, licensed logistics provider and relevant technical professionals. We do not claim to be the project's engineer, bonded prime, customs broker or owner of inventory.
- A defined sourcing/quotation comparison brief.
- An editable comparison with cited evidence and unresolved exclusions.
- A prioritized next-action list with owners, timing and commercial dependencies.
- A separately agreed written fee, role and payment structure before execution.
Common questions
Can MILIAN GLOBAL prepare a project material comparison without acting as the general contractor?
Yes. A buyer or qualified prime can commission a defined commercial sourcing and comparison assignment. Technical approval, site work, licensing, bonding and contractual bidder eligibility remain with the parties legally responsible for them.
Can you guarantee domestic-content compliance or approved substitutions?
No. Requirements differ by funding program, specification, product and transaction date. We can map needed evidence and alternatives, but the contracting authority and appropriately qualified reviewers must determine acceptance.
What is enough information to request a preliminary scope?
A nonconfidential material category and approved specification or drawing reference, approximate quantity, receiving location, required delivery date and known sourcing problem. Fee, confidentiality and deliverables are agreed in writing before work starts.
